This project aims to address the relationship between food insecurity and climate change in South Africa, specifically focusing on the communities of Kwa-Thema and Tsakane in Gauteng. Low income and unemployment are primary factors resulting in food insecurity in these areas, which have the most dramatic negative effects women, children and youth. Poor access to quality and nutritious food in the townships of Kwa-Thema and Tsakane contribute to high rates of childhood stunting, high obesity rates in women and a lack of ability for children to concentrate in schools.

Another challenge is the infrastructure and implementation of the Integrated Food Security Strategy for South Africa. The school feeding programme, which aims to supplement the nutrition of children and youth, often falls short due to lack of support from local levels of government to implement the programme effectively.

Failure to address food insecurity demonstrates a lack of political will from nation, provincial and local levels of government to fulfill Section 24 of the Bill of Rights, that promotes the right to an environment that is not harmful to health or wellbeing and Section 27, that promotes the right to sufficient food and water.

The Report on the Ekurhuleni Environmental Policy and Implementation Plan states, “Education and public awareness is an integral part of sustainable development and an important part of a community’s understanding of the environmental impacts and how these relate to their actions.” Therefore, the food insecurity must be addressed in a way that helps communities implement climate change adaptation strategies that are efficient and affordable.

Objectives

  • Promote environmental awareness, education and skills development so community members can achieve a deeper knowledge of climate change and how it affects food security in their lives.
  • Create an open platform for communities to effectively engage with the Legislature to influence and monitor decisions made by national, and provincial government through introducing tactics such as letter writing and petitions and submissions and lobby meetings.
  • Roll out a Right to Food campaign whereby community members will engage the provincial and municipal authorities on improving food security and climate resilience.

Activities (March 2019 – March 2020)

  • A research on food insecurity challenges in the two target communities of Kwa-Thema and Tsakane, especially in relation to changing climatic conditions. The research will explore existing food security initiatives undertaken by the communities and/or small scale farmers in the area, and document the support they receive from local / provincial authorities. This will serve to identify existing shortcomings, either in the design of the support programmes or in the delivery of these support interventions to community stakeholders and small scale farmers. The findings of the research will be used to raise identified issues to the relevant Committee at the Gauteng Provincial Legislature as part of the Legislature’s oversight, and to advocate for enhanced intervention on food security and climate change adaptation at provincial and local levels.
    This research will be conducted through site visits, a survey in communities, schools and with the Government officials (questionnaire), targeted interviews and review of Integrated Development Plans, Local Budgets, as well as Provincial Programmes and Budgets.
  • A workshop for community members on Food Security and Climate Change
  • A workshop for community members on roles and responsibilities of the national, provincial and local Governance.
  • Quarterly site visits of existing food gardens of 2 schools in Kwa-Thema and one CSO in Tsakane, to identify existing challenges and provide support for the maintenance and development of these initiatives.
  • Roll out a Right to Food awareness campaign through the media and awareness-raising activities (activation, distribution of pamphlets, etc). The campaign will provide information on how urban farming addresses food insecurity and climate change.
  • Facilitation and coordination of public participation through written and verbal submissions to the relevant Legislative Committees, engagement with the relevant Committees as part of their oversight work, etc.
