Action 24’s 2018 Situation Analysis of public participation in the South African Legislatures found that while knowledge of legislative mandates to enable public participation is rather high across civil society and the media, many wrongly assume that these only apply to National Parliament.

There are concerns over the lack of understanding and access to information pertaining to the law making and policy mandates of the provincial legislatures. Furthermore, existing participatory forums are not very effective in enabling effective engagement between legislators and civil society organisations on environmental issues.

In a concrete step towards forging a constructive partnership with the Gauteng Provincial Legislature (GPL), Action 24 hosted a two-day workshop in collaboration  with the institution’s support services, to explore ways to enhance the mechanisms and opportunities for meaningful public participation in environmental governance in the Gauteng Province.

45 legislative staff from the Public Participation and Petitions Unit, Communication Services, Committee Support Services, Core Business, and researchers on environmental topics took part in the workshop. Drawing from the findings of the Action 24 Situation Analysis, the participants were invited to critically discuss the shortcomings and opportunities for public participation.

This workshop also aided Action 24 in understanding GPL’s current public participation and petitions processes, and their effectiveness in facilitating meaningful public engagement. Both gaps and opportunities in these public participation mechanisms were identified, as well as measures that can be taken to further enhance the current strategies and practices.

Another key area of discussion was about identifying the role of GPL’s communication activities in fostering public involvement on environmental governance, climate change and sustainability, with special attention to women and youth.

Community and local media tend to focus mostly on public hearings and outreach activities such as ‘Taking Parliament to the People’ aimed at holding institutions of government accountable, there is  a lack of publicly available information about the Legislature’s work and opportunities for the public to get involved in legislative and oversight work. This greatly hinders participation.

The participants discussed ways in which GPL and Action 24  can work together to support the legislature’s efforts in timeous information sharing – particularly when it comes to opportunities for the public to engage the legislature on environmental and climate issues.

By the end of the workshop, the outline of a road map for strategies to foster broader and more effective public participation in environmental governance and oversight processes was drafted. It  will guide further collaboration between the Gauteng Provincial Legislature and Action 24 – Active Citizens for Responsive Legislatures in this area.
